Well Pain was overlooking this village before, and it was the mainhide out for Akatsuki, the organization that started 4th Great Ninja War. So they didn't have a proper Kage system plus their surrounding villages probably shut them out, all in all, they were all still suffering...

Oh I see, it makes sense why the other villages shut them down. Even though its not fair to the citizens of the hidden rain, for some reasons their situation remind me of the actual world....

The Village of the Rain, was not shut out cause of Pain, it never had a Kage or leader. Pain is the one who built the city back up from the prior wars. Village of the Rain is a small central place that the other 5 great nations meet and fought around or in, becausethe place was unprotected. That left the village damage, deaths, orphans, famine and so on. That is one of the main reasons that Pain started Akatsuki.

Naruto promised Nagato that he will bring peace to Amagakure when he become the hokage. Seems like the Boruto animators didnt know about this one since this episode is anime canon only

No, only Danzo's anbu bcz anbu is a supposed to be one of the professional works in being a ninja but since danzo and his anbu are secretly cooperating for a dark organization, they were banned. You can see in around the last 20 episodes of Shippuden, Shikamaru's last shown mission before The Last movie is to work with the 2 anbus in order to save Sai, who was captured.

Akatsuki round 2 is here, however instead of being amazing organization with lots of followers turned evil with few members, this appears to be more of a hybrid with followers with similar vision as original, but very twisted, and already evil with few main members.
So sympathizers are called "outers" Looks like we got part of that area visible that was in opening. What is the connection with Otsutsuki and Boruto's mark. Apparent leader has same diamond.
